Mohali: Zirakpur municipal council does not have a count of unregistered and dangerous breeds of pet dogs in the town. This information has come to light in response to an RTI plea filed by a resident, who was allegedly bitten by one such pet a few months back.
Kamal Kumar, the RTI applicant, had sought information from Zirakpur council about residents owning unregistered breeds of pet dogs like Pitbull. In his application to the MC, Kamal had even alleged that no action was taken against the Pitbull owner by civic body. He alleged that the said dog was illegally kept by the owner and bit him once, posing a serious safety concern for the public.
The complainant also deposed before the State Information Commissioner (SIC), alleging that Zirakpur MC did not give a satisfactory answer to his RTI.
In its final order, state information commissioner, Punjab, Sandeep Singh Dhaliwal, said the RTI application was filed under the ‘life and liberty’ clause and was accordingly heard by the commission in the previous hearing. After detailed deliberations, the commission directed the complainant to review the information provided and point out any deficiencies, if any. The commission also directed the public information officer (PIO) to address the defeciencies accordingly.
The Zirakpur MC, through sanitary inspector Ram Gopal, submitted that the information sought by the appellant was already provided in response to multiple RTI applications filed by the complainant.
The state information commissioner advised Zirakpur council to take the matter more seriously and ensure necessary action is taken as per law to safeguard public safety.
Zirakpur MC executive officer Ashoka Patharia said, “We are soon going to issue a public notice saying that keeping unregistered breeds like Pitbull, Rottweiler, and Hounds dogs is illegal and those owning such breeds must get it registered with MC and also have proper vaccination. Also, we will issue notices to local veterinary clinics to reveal data of owners who approach them for treatment of such breeds.”

Dangerous breeds
In March 2024, the Union government issued a circular to the chief secretaries of states and union territories not to issue licences for sale, breeding, or keeping of certain dog breeds, considered “dangerous for human life.” Breeds listed in the circular were Pitbull Terrier, Tosa Inu, American Staffordshire Terrier, Fila Brasileiro, Dogo Argentino, American Bulldog, Boerboel, Kangal, Central Asian Shepherd Dog. The circular was issued after a committee, including experts and animal welfare groups, submitted a report in response to an order from the Delhi High Court. The High Court had asked the Union of India to come up with a unanimous decision on banning certain dog breeds.
